The 21-year-old striker has been Martinez’s No 1 target for the summer following his outstanding performance while on loan at Goodison Park last season. He penned a five-year contract with the Toffees, that will be worth around £70,000-per-week.
Lukaku said: “I am really excited about rejoining Everton. I had a fantastic experience last season and a great relationship with the manager, the chairman, the staff, the players and the fans. I can’t wait to get started again and I’m looking forward to a successful season.
“I have a good relationship with the players. This is the place where I belong. I decided quickly I wanted to come back. Here I have the trust of the staff and supporters.”
The Belgian forward joined the Blues in August 2011 from Anderlecht, but due to his limited chances at Stamford Bridge, he played only 15 outings for the west London club.
The youngster spent his last season on loan at Everton, who finished as club’s top goal-scorer, scoring 15 goals in 35 Premier League games for the club – helping his side to a fifth-place finish in the league table.
Lukaku will wear the “Number 10” shirt at Goodison Park, who becomes Everton’s third summer signing after the arrival of Gareth Barry and Muhamed Besic.
