The Citizens were strongly linked with the 26-year-old midfielder back in January but a move to Etihad Stadium did not materialise.
The Brazilian has become the City’s second summer signing after the arrival of French defender Bacary Sagna ona free-transfer from Arsenal earlier this month.
“I am so happy to finally be joining Manchester City,” Fernando told www.mcfc.co.uk. “I’m looking forward to meeting my new teammates and helping City to defend the title.”
Fernando has made around 150 appearances for the Porto side over the last six seasons, helping the club to win three consecutive Primeira Liga trophies from 2010 to 2013.
