The 25-year-old Brazilian-born forward, who represented Spain in World Cup campaign, had been strongly linked with a move to the Stamford Bridge club and the agreement of a deal is said to be thought that the Blues had met the buy-out clause for the striker.
According to the Guardian, the transfer fee could be somewhere in the region of £32m.
The Spain international had a stellar season with Atletico last term, scoring 36 goals in 52 appearances.
Costa becomes Mourinho’s second summer signing following the signature of Cesc Fabregas from Barcelona.
