The Gunners have not disclosed the transfer fee, but the reports have suggested – it believed to be around £12million.
The France international, who was part of the France World Cup squad – will replace Bacary Sagna, who left the Emirates for Manchester City on a free transfer earlier this summer.
The 28-year-old will wear the No.2 shirt at Emirates, who becomes Wenger’s second signing of the summer transfer window after the arrival of Alexis Sanchez from Barcelona.
The talented right-back has made 46 appearances for the Magpies, after joining from Lille in january 2013.
Debuchy is likely to make his Arsenal debut at Emirates Cup, starting next month.
